Article 2 - The Citizens
"And they must fear, perhaps most of all men, and of these, most of all, the men of Port Kar." (Raiders of Gor, p. 8)
Article 2. Section 1 - Death of Blood and Sea
A duel of fair combat is any combat between two men of equitable health (starting within 2 BP's of each other) and those men only. If such a duel of fair combat results in the death of one of those men, any and all property, be it lands, ships, or slaves, shall be granted to the victor, so long as he shows the dying man Thassa. Men who were previously under the command or in service to the vanquished may be inclined to offer their service and loyalty to the victor (NPC's).
Article 2, Section 2 - City Castes
All Castes are recognized within the boundaries of Port Kar, but the CoC does not interfere in the workings of the Castes.
Article 2 Section 3 - Laws of the City
All citizens, and guests, of the city are subject to the laws set forth and approved by the Council of Captains. Lack of knowledge will serves as no defense as the Articles are available to all citizens and guests who wish to review them upon request by the CoC Scribe.
Crimes to which the citizens and guests are subject to include, but are not limited to the following crimes:
* Kidnapping - defined as the forcible taking and holding of another citizen.
* Thievery - defined as the taking of property belonging to another free citizen by a citizen.
* Arson - defined as the deliberate burning of the property of another free citizen.
* Vandalism defined as the intentional and malicious destruction of or damage to the property of another.
These matters are handled by a Quorum of Seven and a male magistrate in rendering judgment.
Article 2, Section 4 - Citizenship
The age of majority for swearing in is fifteen (15). Those who are returning citizens of Port and have documentation, via a log of that swearing in, documentation from the citizenship scribe that they completed one do not have to re-swear. If you do not have proof of citizenship, you will need to swear in.
Once arriving into the city each potential citizen must contact the Citizenship scribe (currently Leah Malice). Once an individual has reached the required two hands (2 weeks) within the city they will be eligible to swear to the Home Stone of Port Kar.
A swearing in ceremony must be conducted at least twice a month by an Admiral of the CoC in the presence of two citizens witnessing and recorded by a registered scribe of Port Kar, in the CoC swearing hall.
Once a person is added to the oath eligibility listing, a period of 3 months is given to allow time to pledge to the city. Should they not pledge within the allotted time the citizenship Scribe will be permitted to remove them from the list. They may reapply at any time but will be required to wait the two hand period again.
Article 2, Section 5 - Registration of Houses and Businesses
Real Estate
2.5A - The Builders Caste carries a city listing of all available properties, and/or vacant lots that citizens can purchase from the City and perform necessary inspections.
- Citizens will pay the Merchants Caste for the property and any taxes due on the property and will be issued a “Bill of Sale”.
- the Estate Scribe(s) will be notified that a transaction has been made and is then issue the deed for the property to complete the transaction.
2.5 B - Only sworn citizens of Port Kar may own businesses or property within the boundaries of Port Kar and its territories. Non-citizens are permitted to rent/lease existing property owned by Citizens for the purpose of doing business or as a residence. Said non -citizen will be required to pay an additional tax levied on all non-citizens within Port Kar, or territories of Port Kar.
