Body of the City Watch
The City Watch shall be comprised of those free men that shall volunteer. It shall be the responsibility of and answerable to the commander of the Watch, voted into and out of office by the CoC. Members of the CoC shall at all times remain as higher in the chain of command than the Watch Commander, unless the watch commander also sits the CoC. The positions below will be voted on by the CoC as they are crucial leadership positions.

It is requested by the CoC Admirals that any Admirals of Port Kar to be on this list and available in the defense of the city. Any new arrivals around the city should be reported into the Watch Commander's Office. Male wise that is, not concerned over any women.
Free Women, remember to play your guards. You should always have at least two with you if not more. If someone goes to attack you have one guard grab your arm and move you quickly out of the area while the other moves off to alert the watch by ringing a bell or shouting for them. Once played IC, you can then IM a member of the watch that is online, and they should come. Do not play the hero and try to fight the man yourself or stay in danger.

"For one thing, had now formed a Council Guard, with its distinct livery, that was now recognized as a force of the Council, and, in effect, as the police of the city. The Arsenal Guard, however, perhaps for traditional reasons, remained a separate body, concerned with the arsenal, and having jurisdiction within its walls. For another thing, the four Ubars, Chung, Eteocles, Nigel, Sullius Maximus, their powers considerably reduced during the time of the unsuccessful coup of Henrius Sevarius, had apparently resigned themselves to the supremacy of the Council in the city. At any rate, for the first time in several years, there was a now a single, effective sovereign in Port Kar, the Council Accordingly, its word, and, in effect, its word alone, was law. A similar consolidation and enforcements, codes and courts. For the first time in several years one could count on the law being the same on both sides of a given canal." The Watch, as it is designed, is a group of the Citizenry of Port Kar. By design, any male Citizen willing, has the right to stand on the Watch. In the past, it has served as a body which came to the defense of citizens in times of trouble or situations of grave concern. It is not my intention to change that, merely institute the Council Guard in a position is appeared designed as such to stand a body of trained men, established by the Council to keep order in Port Kar.
The Council Guard is not meant to usurp the Watch. I would recommend that any male Citizen with a concern for the City of Port Kar to take their place among its ranks to protect and maintain the security of it's citizens, but as an enforcement of the Law itself, allow the Council Guard to do its part as designed by the book to police said Streets.
Where as the Watch is, for all intent purposes, like a "militia" the Council Guard serves as, and you will forgive the revolutionary war reference the "regulars". Those who are trained by Port Kar to police Port Kar and keep the laws in conjunction with Council mandate.
- The Council Guard is by no means present to usurp the Watch in any matter, save for those that would directly effect the safety/security of the Council itself or Council members. Within the Meeting Hall, during meetings, and Swearing In Ceremonies it will be the Council Guards duty to protect the Citizenry of Port Kar (both current and potential citizens), those Admirals performing the Ceremonies, and above all else maintain the security of the Home Stone of Port Kar.
- The Council Guard are the eyes, ears, and if necessary the fist of the Council and as such is at the disposal of the Council. Any special actions/duties it is to perform will be mandated by the First Chair and may, if necessary, be vetoed/revised by the Council of Captains by majority vote.
( During these votes the En' Captain of the Council Guard cannot issue a vote and will stand by and enforce the final decision of the Council of Captains.)
- The Council Guard holds NO authority in or around the Arsenal. Arsenal protection/patrol will be mandated by the En' Captain of the Arsenal Guard. If at any time the Council Guard and the Arsenal Guard are to work in conjunction with one another the impending action will mandate Operational Command. (Should the operation take place in or around the Arsenal, command would defer to the En' Captain of the Arsenal and vice versa.)
Council Guard Force:
Members of the Council Guard can be denoted by the bands of Red worn upon the right arm. They are woven into the uniform and thus not easily removed or recreated. Upon each band, one can denote rank/duty as follows:
Commanders of the Council Guard will be denoted by: Three (3) Vertical Stripes of Black.
Infantry of the Council Guard will be denoted by: One (1) Vertical Stripe of Black.
Bowmen of the Council Guard will be denoted by: One (1) Vertical Stripe of Black w/ a Black Arrow through said Stripe.
- There are Three (3) Divisions.
- Each Division will have Commander (1) Commander, whose duty it is to report to the En' Captain of the Council Guard.
- Each Division will consist of Sixty (60) Infantry and Twenty (20) Bowmen. There will be Two (2) Street Divisions in and around the City of Port Kar for a total of One Hundred Twenty (120) Men and Two (2) Commanders.
- There will be two (2) shifts. Each shift is ten (10) ahns, to guarantee that there is representation of the Council Guard at all times save for a period of ten (10) ehns, allotted for shift changes.

- The Third (3rd) Division is responsible for defending the Meeting Hall and protecting the Home Stone of Port Kar.
- That Division is directly supervised by The En' Captain of the Council Guard.
- Should the En' Captain not be present during a Swearing In Ceremony those on duty will be under the direct supervision of the Admiral performing said Ceremony.
- Should the En' Captain not be present during a Council Meeting, those on duty will be under the direct supervision of the Emissary.
The Division will consist of Fifty (60) Infantry and Forty (40) Bowmen to patrol in two (2) shifts of ten (10) ahns per shift for a total of One Hundred (100) men.
- The Divisions will Patrol in shifts:

- Each shift is ten (10) ahns, to guarantee that there is representation of the Council Guard at all times save for a period of five (5) ehns, allotted for shift changes.
Home Stone Detail:
NO ONE on Home Stone detail is permitted to leave the detail until such time as those scheduled to relieve you of your shift arrive. If said relief does not arrive within two (2) ahns, one (1) man and ONE MAN ONLY may leave the detail to seek out the En' Captain of the Council Guard and must return to his post until FORMALLY relieved of duty by the En' Captain. The Home Stone is NEVER to be without defense.
